Regional Community Mental Health Officer


The Southern Regional Health Authority (SRHA), a Statutory Body under the Ministry of Health &  Wellness responsible for the management and  operation of Public Health Services within the Parishes of Clarendon, Manchester and St.  Elizabeth, invites applications from suitably  qualified persons for the following position:

Regional Community Mental Health Officer (HPC/RN 5 – Level 14)
(Salary range $6,289,384 – $7,476,101 per annum and any applicable allowances)

Under the supervision of the Regional Psychiatrist, the incumbent has responsibility for administering a comprehensive mental health  programme for the mentally ill and emotionally disturbed clients in the Southern Region, as well  as administering the community mental health service and providing clinical supervision for  mental health officers in the Southern Region.

Qualification & Experience

  • Graduation from an accredited school of  nursing as a professional nurse;
  • Training in Post Basic Psychiatric Nursing  or equivalent;
  • Certificate in Advanced Nursing Administration or equivalent;
  • Registration with the Nursing Council of  Jamaica as a Registered Nurse;
  • At least seven (7) years experience in  Community Psychiatric Nursing.

 

Required Knowledge, Skills & Competencies

  •  Knowledge of modern psychiatric nursing theory and practice;
  • Knowledge of recent developments in the field of professional nursing and in the care and treatment of the mentally ill;
  • Ability to supervise professional staff
  • Ability to establish and maintain effective relationships with subordinates, various community groups and medical officers;
  • Ability to plan and organize training seminars and to utilize effective  instructional methods;
  • Skills in public speaking
  • Good physical health and emotional  stability.

 

Key Responsibilities

  • Participating in the planning and implementation of programmes for the  early detection and treatment of the  mentally ill;
  • Monitoring the activities of Mental Health  Officers by assessing the psychiatric treatment and nursing care giving advice  and guidance on patients’ response to  treatment, family and community  participation in treatment process, and  other relevant aspects of the care delivered;
  • Analysing reports of Mental Health Officers  and evaluating the standard of care, rehabilitative methods and the availability  of service to the community;
  • Assessing the level of family and community participation and  recommending changes for improvement;
  • Organizing and implementing training and educational programmes for staff and  community members and lectures at  seminars and workshops;
  • Evaluating the performance of Mental  Health Officers and other members of the  team;
  • Providing counselling at the individual,  group and family levels for clients, their relatives and other community members;
  • Consulting with the medical team and other health officials in the management of the mentally ill;
  • Liaising with social agencies, security  personnel and other community members  regarding the implementation of strategies  to bring patients to early treatment;
  • Establishing and maintaining co-operative  working relationships with community  groups, voluntary organizations and  medical personnel working in the  community.
